Organisational Capacity
Overview
This module explores how Vocational Education and Training (VET) institutions can strengthen their organisational capacity in order to become regional leaders of inclusive, digital, and sustainable skills ecosystems. Adapting the established HEInnovate self-assessment framework to the VET context, it structures capacity around five key dimensions — Resources (physical and digital infrastructure), Human Capital, Recognition and Incentives, Organisational Culture, and Sustainability — and shows how developing them in a balanced, coordinated way builds institutional resilience and innovation. It also provides a Capacity Assessment Framework, including a complementary 10-KPI model, that helps centres evaluate their readiness for transformation and move from fragmented, reactive practices toward systematic, evidence-based institutional development.
